Mostly I'm confused about here. I would think it's a continuative of , but the only uses I could find with are the typical ~ and volitional + , which doesn't seem to apply here. And I'm not sure if (which is pronounced ) should even be "decision" or "fate." Literally I could only translate the last line based on context also; as you can see, I'm very confused! Yes it's the continuative form of , and I think it's "typical " you already know, with omitted because it's already mentioned in the previous sentence(?). It just means "consider something " or "regard something as ".
